The European Board is the Parliament of the organization. It consists of the Executive Committee members, the National Coordinators and up to five individual members.

At the European Board meetings, held twice a year, the strategies and future activities of the organisation are decided upon. The European Board elects a Secretary General and a President. These are the principal representatives of CIRCOM Regional.
To assist in the operations, the European Board elects an Executive Committee that acts as the management group with the President and Secretary General. A Deputy Secretary General, at the courtesy of France Television, is tied to the Executive Committee.
